A public library begins to evaluate its branches by the number of books borrowed. Soon, popular titles receive more shelf space, while staff spend less time helping visitors use difficult reference works. The number of loans rises at every branch. On the new scale, every branch appears to have improved. What the figures cannot show is whether the services displaced in pursuit of this improvement were less valuable than those that replaced them. Once a measure has become a target, the behavior it is meant to describe may change in ways that make a higher score compatible with poorer service, without any error in the counting itself. The problem lies in the relationship between the chosen measure and the purpose of the institution, not in an inability to count books accurately.

その数字が示していないことは改善を求めて取り除かれたサービスがそれらを取り換えたものより価値が低いかどうかだ。ひとたびある尺度が指標になると、数値の出し方には問題がないにも関わらず、それが示そうとする行動が、高いスコアを低いサービスと合わせる形で変わってしまうかもしれない。

模範訳
数値からは、この指標上の改善を追求する中で押しのけられたサービスが、それに取って代わったサービスより価値の低いものだったかどうかは分からない。尺度がひとたび目標になると、それが記述するはずの行動が変わり、数えること自体には何の誤りもなくても、得点の上昇とサービスの質の低下が両立することがある。
